Congressional GOP Embrace Trump's Proposal to Replace Affordable Care Act

American senators are working through the weekend for the first time since the federal closure began over a month ago, but hopes for a bipartisan agreement on how to end the impasse appeared to diminish as GOP senators proposed a plan unacceptable to Democrats: eliminating the ACA, called Obamacare.

Deepening Consequences of Federal Closure

The impact on Americans from the lengthiest closure of the federal government in history deepened on Saturday, as government employees went without pay, airlines were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.

President's Proposal from Golf Course

As Saturday's session got started, GOP senators welcomed a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by HSA-style accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Support

Multiple Republican senators praised the plan, which is comparable with a alternative for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is truly better for the consumer," one senator stated.

Another senator commended Trump's suggestion on online platforms, and displayed a large print of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator wrote in reply to Trump's suggestion. "We must stop taxpayer money from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."

Democratic Reaction

Democratic senators expressed alarmed reactions to Trump's plan.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to repeal Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been defeated by the public and Congress."

Another lawmaker responded to the censure of carriers by posting: "Oh, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Really? Then I applaud your support for universal healthcare."

Ongoing Talks

The Senate went into recess without reaching a resolution, but Senate Republican leaders have signaled an openness to an emerging plan from a handful of moderate Democrats to end the shutdown in return for a future vote on the Obamacare payments.

One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "require another path forward" after Republicans rejected an offer to reopen the government and continue the payments for a year.

Another leading Democratic senator continued in arguing that Republicans should accept a one-year extension of the subsidies before negotiating the future of the subsidies.

"Doing nothing is irresponsible because citizens will go bankrupt, people will lose insurance, people will get more ill," the senator said in a Senate address. "That is what will happen if this Congress does nothing."

Partisan Situation

None of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same carriers, or that Republican lawmakers need the backing of eight Democrats to reopen the government, and the idea of repealing and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.

Several observers suggested that the essence of such a proposal would remove the ACA's mandate that carriers cover patients with existing health issues.

After his golf outing, Trump went back to his private club and reiterated on his insistence that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a iteration of the plan that failed to garner enough support in 2017.
