The pace bowler has claimed over 300 dismissals in 71 appearances with an impressive average.
Australia's chair of selectors Bailey has confirmed that skipper Cummins will play a "major part" in the upcoming historic rivalry.
Speculation had been growing that Cummins might sit out due to a stress fracture in his back that remained unresolved.
Initial reports from team management suggested no final decision had been made regarding Cummins' participation, with the extended contest kicking off on the 21st of November in Perth.
He revealed that the captain is progressing and remained hopeful about his chances of participating.
"We know that time is getting short and multiple considerations at play, aside from the back issue, but further aspects," the selector added.
"We're encouraged. [We are] really confident that he will feature a key capacity. Ideally it's the first Test. Otherwise, we'll reassess."
Injury History
Cummins was ruled out the ODI and T20 games against India and New Zealand recently after examinations confirmed a lower back issue.
He has a history of recurring issues, with recurrences in several earlier campaigns leading to absences from several home seasons in four years.
He emphasized he would be ""aggressive" and "take risks" in his recovery plan to ensure his availability for the series.
Bailey noted that it was unclear if the captain had resumed bowling as part of his rehabilitation but admitted it was "pressing" for him to recover fully for the first Test.
Alternative Arrangements
If he's unavailable, former captain Steve Smith will assume leadership.
Versatile player Green was recently pulled out from the national team for their one-day international series against the subcontinent side as a precautionary measure because of discomfort in his torso.
Bailey described it as a "slight concern and stated that he'll feature in the domestic first-class competition, so will be "well-prepared to be ready to bowl."
"Extensive planning has gone into creating the schedule for him to participate for the opening match as an dual-role player," Bailey explained.
"He was only going to play the starting games anyway. How he handles the willow in shorter formats, even if it just sets him back for a short period, the choice was made to take a cautious route."
